Strategy, Learning, and Facilitation Consultant

Consultancy Period: March – August 2026

1. Background

Civic Voice is a youth-led organisation working to strengthen democratic participation and support youth-led civic engagement in Kenya and the wider African context. Through research, storytelling, convenings, digital media, art, and community-based dialogue, Civic Voice supports young people, particularly those from marginalised communities, to engage meaningfully in civic and democratic processes.

Our programming includes county-level dialogues, youth town halls, training, research, and surveys on civic participation, leadership development, and media platforms such as podcasts and digital storytelling to amplify youth voices. Civic Voice works in multilingual and diverse settings, with a strong emphasis on accessibility, youth safety, and locally grounded approaches.

Civic Voice now seeks a Strategy, Learning & Youth Empowerment Consultant to support the refinement of programme strategy, delivery and facilitation of participatory training, and development of practical monitoring, evaluation and learning (MEL) tools that reflect youth-centred civic engagement.

2. Purpose of the Consultancy

The purpose of this consultancy is to strengthen Civic Voice’s strategic learning and programme effectiveness by:

  • Supporting the refinement and operationalisation of Civic Voice’s Theory of Change.
  • Designing and delivering participatory training for youth and partners in English and Kiswahili.
  • Developing practical MEL tools that capture both civic learning outcomes and engagement through media and dialogue.
  • Ensuring that learning outputs actively contribute to youth empowerment, leadership, and agency.

Civic Voice is particularly interested in consultants who demonstrate a deep understanding of African youth contexts, civic participation, and participatory learning approaches.

3. Scope of Work

Under the guidance of the Civic Voice Secretariat, the consultant will undertake the following:

a) Strategy & Theory of Change

  • Review existing programme documents and the Civic Voice concept proposal.
  • Facilitate a participatory review/refinement of Civic Voice’s Theory of Change with staff and selected youth stakeholders.
  • Translate strategic objectives into measurable outcomes and indicators relevant to civic engagement and youth leadership.

b) Training & Facilitation

  • Design and deliver participatory workshops for youth, partners, and trainers in English and Kiswahili.
  • Develop youth-friendly, culturally relevant training content using participatory methodologies.
  • Deliver at least one Training-of-Trainers (ToT) session to support sustainability and local ownership.

c) Monitoring, Evaluation & Learning (MEL)

  • Develop a practical MEL framework aligned with Civic Voice’s strategy and activities.
  • Design user-friendly tools, including pre-/post-survey templates, engagement trackers, outcome-harvesting templates, and reflection guides.
  • Support outcome harvesting and learning documentation for selected activities.

d) Learning & Knowledge Products

  • Produce a concise learning brief summarising insights, lessons, and recommendations.
  • Prepare a 1-page Kiswahili summary of key learning findings to ensure accessibility.
  • Link learning outcomes to media and engagement metrics (e.g. podcast reach, event participation, online engagement).

4. Expected Deliverables

The consultant will deliver the following:

  1. Inception report and detailed workplan
  2. Refined Theory of Change and indicator framework
  3. Workshop agendas and facilitator guides
  4. Training-of-Trainers (ToT) package (English & Kiswahili)
  5. MEL toolkit including at least:
  6. Pre/post assessment tools
  7. Participation and engagement tracking tool
  8. Outcome harvesting template
  9. Learning brief
  10. One-page learning summary in Kiswahili
  11. Final consultancy report with strategic recommendations

5. Duration and Level of Effort

Duration: The consultancy is expected to take place over March – August 2026, with a possibility of renewal

Level of Effort: Part-time consultancy on a call-off framework basis, combining desk-based work and facilitation sessions (virtual and in-person)

6. Required Qualifications and Experience

Interested consultants or teams should demonstrate:

  • Minimum 5 years’ experience in strategy development, MEL, or learning facilitation within civic engagement, governance, or youth development programmes in Africa.
  • Proven experience working with youth-led or youth-focused initiatives, with clear examples of empowering youth agency or leadership.
  • Fluency in English and Kiswahili (spoken and written), with demonstrated experience facilitating training in both languages.
  • Strong facilitation skills using participatory, youth-centred methodologies.
  • Experience developing practical MEL tools suitable for grassroots or youth-led organisations.
  • Understanding of youth safeguarding, data protection, and digital security, particularly in civic or advocacy contexts.
  • Experience working across diverse county or community settings in Kenya is an added advantage.

7. Language & Accessibility Requirements

All training, facilitation, and learning outputs must be accessible and inclusive.

The consultant must:

  • Deliver training in English and Kiswahili.
  • Apply youth-friendly, accessible formats that reflect local contexts.
