Programme Consultant – Youth Engagement & Capacity Building (Civic Voice)

Consultancy Period: March – August 2026

1. Background

Civic Voice is a civic organisation working to strengthen democratic participation, reclaim civic space, and amplify youth voices in Kenya. Through research, movement-building, training, dialogue forums, art, and creative civic engagement, Civic Voice supports young people to become informed, organised, and effective civic actors.

Building on prior phases of implementation, Civic Voice is scaling its direct youth engagement work, with a focus on mobilising youth groups, strengthening leadership and organising skills, and facilitating structured trainings and workshops, particularly in Kenya’s coastal counties.

To support this work, Civic Voice seeks to engage Programme Consultants responsible for youth mobilisation, facilitation, and training delivery.

2. Purpose

The overall objective of this consultancy is to mobilise, train, and support Kenyan youth to participate meaningfully in civic and political life through structured engagement, capacity-building, and movement-building activities.

3. Specific Objectives

The Programme Consultant will:

  • Mobilise and engage youth groups across target counties.
  • Deliver high-quality training and workshops on civic participation, leadership, and movement-building.
  • Strengthen youth-led organising and collaboration with civil society actors.
  • Support inclusive participation by marginalised and underrepresented youth.
  • Contribute to programme documentation and learning.

4. Scope of Work

Under the supervision of the Executive Director, the Programme Consultant will be responsible for:

a) Youth Mobilisation and Outreach

  • Youth participation programming.
  • Identifying and engaging existing youth groups, social justice collectives, and informal networks.
  • Supporting inclusive outreach to marginalised youth (including young women and coastal minority communities).
  • Maintaining active communication with participating youth groups.

b) Training and Workshop Delivery

Designing and facilitating participatory trainings and workshops on:

  • Civic participation and citizenship.
  • Movement-building and collective action.
  • Leadership, advocacy, and ethical activism.
  • Supporting both in-person and online training formats.
  • Adapting content to local contexts and youth realities.

c) Community Dialogues and Forums

  • Supporting the organisation and facilitation of youth forums, town halls, and dialogue spaces.
  • Encouraging youth-led discussion, reflection, and action planning.
  • Strengthening linkages between youth groups and civil society partners.

d) Coordination and Partnerships

  • Working closely with Civic Voice partners and facilitators.
  • Supporting collaboration between youth groups and established civil society organisations.
  • Contributing to intergenerational engagement with civic leaders where appropriate.

e) Documentation and Reporting

  • Supporting basic documentation of activities (attendance, summaries, reflections).
  • Providing inputs for programme reports and donor documentation.

5. Duration

The consultancy will run from March to August 2026 on a part-time/call-off framework basis.

6. Required Qualifications

  • Proven experience working directly with youth groups or community-based organisations.
  • Strong facilitation and training skills.
  • Familiarity with civic engagement, social justice, or movement-building work.
  • Experience working with youth from marginalised contexts is an asset.
  • Strong interpersonal and coordination skills.
